The EU AI Act has added another layer of complexity to agent deployment, with compliance requirements becoming a significant factor in implementation decisions. Organizations must now navigate both performance optimization and regulatory adherence, creating additional friction for production deployments. The combination of technical complexity, governance requirements, and compliance obligations appears to be the primary factor preventing the majority of embedded agents from reaching production status.

IBM’s recent strategic partnership with OpenAI illustrates the enterprise push to overcome these barriers, with a focus on secure deployment across core business operations and complex workflows.
